Public transport vs car dependency

Croydon has extensive tram, rail and bus links into central London, which is one reason a household’s actual weekly mileage — not just the availability of a car — should shape the running-cost side of a buying decision. LAI has not sourced a current borough-level modal-share figure for this page; where cited elsewhere it will be dated and sourced from TfL or ONS travel statistics.

A single-person commuter, a family needing boot and rear-seat space, and a high-mileage shift worker face different priority orders even when they are choosing from the same shortlist of cars. This guide treats those as separate buyer situations rather than a single “typical Croydon driver.”

How ULEZ affects Croydon car buyers

Current rules

Vehicles that do not meet ULEZ emissions standards, and are not exempt, currently pay a £12.50 daily charge to drive anywhere inside Greater London, including Croydon. Source: Transport for London. Check your vehicle with TfL’s official ULEZ vehicle checker, using the registration plate. LAI does not attempt to become the authority on individual vehicle compliance — use the official source. What this means when buying used

Do not infer ULEZ compliance from a model name or year alone. Two examples of the same model can straddle the Euro-standard boundary depending on exact registration date and engine variant. Check the specific registration before agreeing a purchase.

Croydon parking and vehicle emissions

Croydon’s resident parking permits are emissions-based, so buyers should check the applicable band for the specific vehicle and permit zone before purchase — not assume a category of car (e.g. “SUV” or “EV”) is automatically cheap or expensive to park.

What this means for buyers

If you’re comparing two otherwise similar vehicles:

  • Check the specific vehicle’s CO₂ emissions figure
  • Check the applicable Croydon permit band for that figure
  • Check whether the vehicle meets current ULEZ standards
  • Calculate the annual parking permit cost for your zone
  • Calculate likely fuel or electricity cost for your annual mileage
  • Add insurance and servicing estimates
  • Only then compare purchase or finance cost between the two vehicles
Off-street parking decision logic

Whether you have off-street parking changes both your parking-permit position and your EV-charging position. Work through this before assuming either:

  • IF you have a driveway or other off-street parking, THEN you can generally install a home EV chargepoint, but you are not eligible for the national EV Chargepoint Grant (which excludes driveway-owning homeowners) — budget for the installation cost directly.
  • IF you do not have off-street parking, THEN you may be eligible for the EV Chargepoint Grant (renters and flat owners), and your EV decision should rest on your nearest reliable public charger, not on an assumption of home charging.
  • IF you park on-street in a controlled parking zone, THEN your annual resident permit cost is set by your specific vehicle’s CO₂ band (£39–£342/year) — check this before assuming a larger or older vehicle is cheap to park.
  • IF you are unsure whether your street has off-street capacity or nearby public charging, THEN check Croydon Council’s EV charging point information and your own frontage before shortlisting an EV.

Correction to a common assumption: the current national EV Chargepoint Grant (funded to 31 March 2027) is restricted to renters and flat owners — it explicitly excludes homeowners living in a house with their own driveway. Croydon Council states publicly that on-street charging is generally more expensive than home charging “due to commercial tariffs, grid constraints and operator cost structures,” but does not publish its own per-kWh rates, since it does not set commercial tariffs. Croydon EV reality check

Work through these before shortlisting a specific EV:

  • Can you charge at home? (Yes / No)
  • If no — where is your nearest reliable public charger, and what type is it?
  • Can you realistically charge overnight, at home or nearby?
  • Do you have workplace charging as an option?
  • How many miles do you drive in a typical week?

If you answered “no” to home charging, “no” to overnight charging, and “no” to workplace charging, an EV’s public-charging cost and convenience will look materially different from the figures in a generic EV buying guide — worth running the calculation below before deciding, and worth reading the “when an EV may not be right” section further down.

  • IF you can charge at home or reliably overnight nearby, THEN run the dependency test below using the home-charging rate (~25p/kWh, or ~8.6p/kWh off-peak) as your baseline cost.
  • IF you cannot charge at home or overnight nearby, THEN run the same test using the public-charging rate (54p–80p/kWh) as your baseline, and treat the reality check above as a hard filter, not a formality.
  • IF your nearest reliable charger is more than a short walk away, is frequently occupied, or has poor uptime, THEN an EV’s real running cost and convenience may not match the figures quoted in a generic, non-Croydon EV buying guide.
  • IF none of the above resolve confidently in an EV’s favour, THEN read “When an EV may not be the right choice in Croydon” below before shortlisting a specific model.

Croydon EV public-charging dependency test

A simple way to estimate what public-only charging would actually cost you, using your own numbers and the sourced UK-wide price context above:

  • Compare that against: annual kWh × home charging price (~25p/kWh standard tariff, or ~8.6p/kWh off-peak — Zapmap, see above)

If you cannot charge at home, your realistic EV running cost may sit well above the “cheap to run” figures generic EV guides quote, since those figures usually assume home charging. This is exactly the kind of gap a Croydon-specific decision needs to account for, given around 49% of the borough’s households have no off-street parking.

When an EV may not be the right choice in Croydon

This isn’t an anti-EV position — it’s the same buyer-intelligence approach applied honestly in both directions. An EV may deserve reconsideration if:
